>> there is a new push to get police back on the streets in oakland. you will see the plan this monday, september 13th, today in the bay. >> per good morning and thanks for joining us. i'm laura garcia cannon. >> i'm brent cannon. thanks for waking up with us this morning. we will check in with rob. >> the forecast looks good though you may run into patchy fog including around san jose. 56 degrees and notice the wind southeast pumping in that marine air from the gilroy and morgan hill area. the temperatures, we warm up into the 70s and upper 70s in the warmest places and 75 in san jose. 60 in san francisco where mike may see mist with the morning commute. >> a commute with the mist on the side or on the front. we will see. looking around to the east bay where we have a number of incidents with a deer being hit by a car. they are consolidated to one after clarifying the locations.

at willow avenue, the deer has made its way off of the roadway. the commute just 18 minutes. an easy drive and a quick look with chp activity. the pedestrian off of the bridge. you are not supposed to do that. that's not safe. so far, so good. >> people are getting a look at the homes while the investigation into thursday's blast continues. >> here's the latest. four people are confirmed dead and four are listed as missing. good news when two people reported missing were found. at least 60 people are injured and some of them critically. >> the people around the epicenter are at home and others have to wait. still others have nowhere to call home. live in san bruno with a look for the people who are simply

sifting through what's left. >> later this morning there will be a meeting for people whose homes were damaged or destroyed. this will be a chance to ask questions of officials and come up with new living arrangements and get assistance. residents whose homes were not damaged were able to return yesterday and make sure the power was to turn back on. it was a day of cleaning out the fridge of spoiled food and trying to come to grips with the devastation out the front door. they, are allowed to move back in, but family is refusing to do so until the home is inspected. they want to make sure it's safe and hear it from an engineer. four people are confirmed dead and 60 are hurt, four more missing and two are pictured here. gregory and his 17-year-old son,

william who have not been heard from. that laid this neighborhood to waste. the culprit is a 28-foot section of 30-inch steel pipeline that ruptured. you can see it laying out there in the street. it was blown roughly 100 feet from the original location. i tell you that to give a sense of how tremendous that was and created a crater 170 by 25 feet in dimension. 37 homes destroyed and many damaged. that 10:00 a.m. meeting for those who lost homes or homes were damaged will be at the senior center off crystal springs drive. that will be later this morning at 10:00. live in san bruno, today in the bay. >> the national highway transportation safety board is hadding the investigation into the blast. christopher hart, the vice chairman of the ntsb joins me live to talk about the investigation. good morning and thanks for

coming by. >> good morning. thanks for having me. >> it's early in the investigation, but is there anything conclusive about what caused this explosion so far? >> nothing conclusive at this time. it is early in the investigation. the investigators have decided that in order to do a more complete investigation, we need to shift the pieces of the pipe, the big 28-foot piece and about 10 feet on either end of that. those three pieces will be shipped back to washington for a more detailed examination. >> an interesting question is, is there any other at risk neighborhoods across the state? at risk for a similar explosion. there similar pipelines in other neighborhoods in the bay area, but places where this could be a high risk area and we need to look at those right now. >> this area is called category

3 which is a categorization based on not risk, but consequence determined by the population density and the number of houses along each linear mile of pipe within a lateral distance from the pipe and on that basis, it's a category three which is a high consequence area. >> what are the important clues that your investigators want to look at or signs of thing to help you determine what you need to know about the cause and what could be done in the future to prevent this kind of thing? >> several things we have been looking for. we asked the local populous. we followed rumors that gas odeors were reported. we have been unsuccessful and we are asking the local populous and anybody who smelled gas and called that in, we would like them to contact the authorities: we are asking if they see metal fragments. we want to make sure we have the pipeline. we are asking for any suspicious

american hikers held captive. they will release sarah shourd when a 500,000 bail is paid. the lawyer is waiting for confirmation iran has the money. her health is the main reason for the release. it's possible she has cancer. the men will not be released. all three were arrested when they allegedly walked across the border into iran. >> people who take muni to work may want to come up with another mode of transportation. they call for a sickout. a sickout would last tomorrow through friday. the union said it has nothing to do with the flyers. they warn it was created by angry muni officers and are not happy with the plan charging for work site parking and a cut back on overtime pay. >> we want to check your monday

morning commute. >> good morning. on the tail that was story, we want to let folks know we are monitoring muny and other feed ba back and nothing brewing. we will watch for tomorrow and we see a flow heavier than normal. no problem with the toll plaza other than traffic is building through the east bay. highway 4, we expect to see the slow down in the westbound direction. right now focusing eastbound and highway 4 at willow pass and leverage. the on ramps can be closed. you might have a couple of lanes eastbound until 11:00 that might cause a problem through pittsburgh and bay point. coming through antioch and the speeds just fine. you can get on the road and that's starting to form in about 20 minutes. we will send it back to you. >> right over to rob this morning and heel look at the forecast. >> a nice one by september standards. temperatures in the 50s and low

clouds all the way into livermore this morning and patchy low clouds into san jose. it's 56 degrees and a southeast wind at 7. san francisco 59 and southwest at 6 with misty skies out on the coast. low clouds inland and effectually we will see the temperatures start to level off towards the weekend for now. we will see the numbers jumping up as we head towards thursday. mid 70s and close to 60 in san francisco. that's a sure sign of a sea breeze. cool around the embarcadero and north bay seeing a combination of 70s and 80s. the warmest days will be about thursday and friday. more sun at the coast and cooling off as you approach sunday. back to you. >> thanks. >> time is 5:10. a motorcycle maker could be looking at job cuts. >> the giants are thinking playoffs. you seal when got them neck and neck with the padres.

a live look outside and speak of the east bay, temperatures are nice and mild. the hottest places barely into the mid-70s. looking good overall. the total forecast in a bit. >> congress returns to work to talk about something that affects your bottom line. they are debating whether or not to let the bush tax cuts expire. households making over $200,000 will pay thousands more come tax time. the obama administration wants to raise the cutoff to over $250,000. republicans don't want them to expire and may agree if the cutoff is over $1 million. with the elections coming up, many are reluctant to vote on anything that upsets voters.

>> the back up to rescue 33 trapped miners hit a snag. they had to drop drilling after a drill broke in the mountain. rescuers start using a oil well drill in about a week. they have been trapped since august 5th. >> south korea putting aside its differences of north korea to help the people affected by massive flooding. they announced they will send 5,000 tons of rice and other aid to the north. heavy flooding swamped farmland, houses and public buildings. about 90,000 people are affected. tensions between the north and south have been high since north korea was accused of sinking a warship, killing 46 sailers. >> bp thinks claims related to the gulf oil spill will total less than $20 billion, the amount they put into a fund with citigroup. analysts are the ones that released the new information and

so far bp is not commenting. a major vote could determine if harley davidson motorcycles will continue to roar out of milwaukee. union workers vote on a labor contract and if approved, there will be job cuts and fewer benefits and pay restrictions for workers. if it is not approved, harley davidson may have to move to a plant outside the state. >> a lot of the loyal riders come from the state. >> milwaukee has been producing harleys for more than 100 years if and if the plan closes, the city loses a lot of money in tourism. >> a major break in the war against drugs. scott updates us. >> grandee developments. mexico captured a top lieutenant known as el grande. apparently a leading member of the beltran cartel .

the arrest is a blow to crime in the country. his boss, the leader of the cartel was killed last year and another member captured late last month. a wildfire burping out of control in colorado. little that firefighters can do until the sunrises. a 600 acre fire racing through the brush. it's torched a home and several other buildings and 350 families have been told to evacuate. so far no word on what started the fire. >> thanks for the latest. a couple of moms are cashing in on a problem almost every parent will face. head lice. the treatment gets rid of head lice in about an hour and it's ecofriendly. lice lifters uses a two-step approach. first, heated air dehydrates them and hair is combed out with a nontoxic pesticide-free mousse

cnn says his assertion about his tax record was "just plain wrong." jerry brown went out there and took credit for the fact that the people of california voted for proposition 13, which lowered taxes, which he opposed. and now he's going around taking credit for it. he raised taxes as governor of california. he had a surplus when he took office and a deficit when he left. he doesn't tell the people the truth.

>> good monday morning to you. the bay bridge and folks already making their way across this morn. starting out a nice workweek. >> let me check in with rob and take a look at the forecast and find out what's in store. >> a nice forecast waking up monday morning with a few patchy low clouds. 56 degrees and you saw the bay bridge and san francisco with no fog in the way of the camera lens. a blanket of low clouds waking up to. southwest wind at 6:00. patchy clouds to the east bay and also out to the path. 58 degrees and northwest winds thanks to a steady sea breeze.

no problem there is. satellite-radar shows we have the dip in the jet stream. you get a pattern and we will not be heating up inland. 50s and 60s on the coast. mostly 70s inland. as we head towards the middle of the week, high pressure around thursday will build back enough to get more 80s and staying cool on the coast with the fog sticking around and probably the warmest day thursday. around the bay area when the morning clouds break up, you will see temperatures in the mid 70s and close to 60 for san francisco. in the east bay, a combination of mid 60s and upper 70s to near 80 around pittsburgh and concord. highs range for example the 70s to 80s if you go up to lake port and calistoga. not a lot of change between now and tomorrow. it will feel more like summer inland and cooling off into the weekend. >> most kids spend their summer playing, a trio of south florida

we will let you know what's happening on the highways in a minute, but let's look at the forecast. >> the forecast showing we are waking up to an extra blank et in the form of low clouds across the bay. we will see the low clouds for breakfast time and the forecast shows mid 70s popping up towards livermore and highs rarch for example 78 in livermore and 75 in san jose. late or this week, we will see a warm up. look at that in the seven-day forecast in a few minutes. >> thank you very much, rob. now to an update in san bruno. people are looking at their homes while the investigation into the blast continues. here's the latest. four people confirmed to be dead and four are listed as missing. some good news. two people that were reported missing were located. at least 60 people are injured, some critical le. some people allowed back home are trying to clean up, getting their lives back in order.

for many sunday was the first time they were allowed to return to see what was best. some moved back in and others gathered things they could salvage. they said coming home was bitter sweet. >> it's good to be home, but it's sad to see the neighborhood in such devastation. >> the people's homes who were completely destroyed were not allowed to return. they are expected to meet with the officials at 10:00. >> the california public utilities commission said a section of the same pipeline 2 1/2 miles north of the explosion site had been deemed a high risk to fail and was scheduled to be repaired in 2012. the day after the explosion, pg&e said they tested that section which runs through south san francisco and they found no leaks. public do you means show another high risk pipeline runs for

large pipes and where the two more at risk lines are that run through. >> here's a push to get more police officers and neighborhood patrols on oakland city streets. kristi smith is live in oakland with a plan on how it affects east bay neighbors. >> good morning. this is headed to the november ballot and voters have a choice to make after dozens of police officers were let go. many people here consider crime the number one issue. measure bb is the new thing being pushed that puts 63 beat officers back out on the streets patrolling. being pushed in part by councilmember jeanne quan. it's a twist on measure y passed in 2004. that generated millions of dollars, specifically for violence prevention programs and established a threshold for the number of police officers on the force. for many here in oakland, it's a

question of tinkering with what had been approved versus dealing with the harsh reality of having fewer police officers out there. many believe with 400,000 residents here and often times 100 killings per year, it was too small before the council made cuts a few months ago to try to balance the budget. you will hear more about measure brk b in the weeks to come, but there is a press conference about it today at 11:30 at city hall. kristi smith today in the bay. >> oakland is not the only city negotiating budget cuts and service vital to public safety. san jose laid off 49 firefighters over the summer. the battle over firefighters pay and benefit cuts heads to arbitration. the budgets are so tight, police officers are closed many days. 68 officers have been laid off in five years. >> the effort to legalize marijuana in california is getting support from the people

who currently crack dun on drug users. a network of police officers, judges and prosecutors will hold two news confriends to talk about why they are supporting proposition 19. it's the effort to make marijuana use legal in california. one of the conferences will take place in oakland and the other is set for los angeles. >> reverend jesse jackson will be in the bay area and headed to the third baptist church to talk about interfaith unity and toll rarn rans. the bay area unification and solidarity breakfast starts at 10:30. >> you tube is experimenting with live video. >> they call it you tube live. live video feeds with the prerecorded stuff. they have done some of this before. they had a you tube you 2 concert. this is now going to be a

regular thing with you tube live at 8:00 a.m. our time. san jose has some of the fastest internet connections in the country not because the wires are better, but so many people in the south bay are willing to pay for higher internet speeds. when you look at the bay area in general according to a study, it's quite slow. that's because san francisco and the east bay has low connection spees and people unwilling to pay for it and they don't want it. you think the bay area would be faster as a whole, but that's it for you tube live. >> you won't ask to you say it fast. >> pafr governor schwarzenegger's tour in shanghai, china. he visited a faxry where workers are putting together some of the new bay bridge and they posted a few photos on twitter. the governor signed a section of

the bridge. the new bay bridge is scheduled to be finished in late 2013. a lot of steal and manufacturing and he is bringing it back here. >> a big difference when it does come. >> my governor went to china and all i got was this piece of bridge. we have unpleasant new for folks riding the rails. bart is reporting major delays over 10 minutes heading north. any of those avenues in the pittsburgh bay points. first reported on the track and we are not sure, right now on easy drive for 101 into the city, one of the alternates at the bottom of your screen. that's because of the light volume with folks heading out to the bart line in the east bay. your commute towards the bay

bridge is heading west or north. moving smoothly at the limit or close to it off of the interchange and through antioch although westbound has showed the westbound speed below 30 miles per hour. the section i mark side eastbound. that is possibly until 11:00. we will watch for out of the ordinary slowing in through concord and pittsburgh and antioch and the pittsburgh direction. back to you. >> over to rob. >> nice-looking forecast. >> pretty mild with a strong sea breeze and pretty thick. up to 2,000 feet thick. 50s across the board and the more interesting numbers we are seeing how strong it's blasting inland to solano county. this is good news for air quality and no problems of ground level ozone for any of your outdoor exercise plans.

>> welcome back on a good monday morning. a live look with expected highs and livermore is 78 and berkeley at 67. 75 degrees in san jose. >> college students are carrying more than a heavy class load. they are heading to school with heavy debt. live in washington, d.c., tracy, total student loan debt exceeds the total credit card debt in the country. amazing. >> it is amazing. $850 billion according to the report. the project on student debt, 3-5 students are graduating after four years from a public or private school with thousands of dollars in student loan debt. 40 percent per are not getting through school debt-free and parents are taking out the loans and carrying the debt.

take a look at what's happening in california. this is for public and private four-year schools. $18,000 in debt is the average for graduating seniors. 48% are carrying that debt. the numbers are less at community colleges and public colleges as you might imagine. in california, cal state northridge is the school with the highest debt ratio. $23,000. even with those going to public school and community colleges, a lot of them are getting financial aid. more students nationally in community college than at public four-year universities. live from capitol hill, i'm tracie potts. >> amazing numbers. thanks a lot. >> to tax or not to tax. that's the question as congress returns to work this week. lawmakers will be deciding whether to let the bush tax cuts expire. if congress doesn't act, your taxes go up january 1st.

with a big piece of the puzzle that is going to washington, d.c. >> good morning to you. there is no rest for investigators until they are able to gather the evidence from the blast scene located down the street where from where we are standing. the biggest piece of evidence is on the back of that flatbed parked at the bottom of glenview drive at the center of the destruction. overnight the ntsb is creating a 28-footlong section and a 30-inch steel gas pipe, the section that ruptured thursday and now inside that wooden box. investigators will be driving in to figure out why it failed. the piece was found in the middle of the neighborhood above ground about 100 feet away from where it was supposed to be. i am tell you that to see how powerful the explosion was. so powerful they were able to throw an object that massive that far. we will learn more when we speak

today. >> this is billed as a measure that will not cost, but they have to make a choice after dozens of police officers were laid off. many people consider crime the number one issue. they are talking about measure bb to put 63 beat officers back on the streets here in oakland. they would be patrolling. it's being pushed in part by oakland city councilmember jean quan who is run for example mayor. they are generate millions for violence prevention. it's a question of tinkering with what was already approved versus the reality of having fewer police officers. many believe with the 400,000 residents and so many killings, sometimes over 100, it was too small before the council decided to make cuts to balance the

we expect a high near 79 and 79 in morgan hill and sfefb in concord and 60s for san francisco and oakland and 72 in petaluma. sacramento is 86 degrees. mild temperatures and we warm up thursday and friday to mid- to upper 80s. the weather looks fine, but i will leave it up to mike to see how the commute is going. >> we do have the delays on the bart line. that may or may not be related. some have the outdoor and some have the indoors. as folks leave the stations, there may be delays. undefined by bart. it's more than 10 machines and caused by an instrument problem that may send more folks into the city or across the bay if you have different means. the bay bridge might be effected and not showing any major problems. the lows are moving smoothly and the upper deck gets crowded.

it shows you the volume driving off into the 880 overpass and they are turned on about 6:25 if things go korgd to schedule. >> we are talking about the commute and the bay area thoroughfare is getting a face-lift. you continue to see crews placing double wide stripes on a soon to open express lane on 680 from the regular lanes meant to get it moving a little faster. starting monday, drivers with fewer than the required number of riders for a carpool can get into the carpool lane during the rush hour if they pay a toll. some people call them lexus lanes. an eight-mile stretch from washington boulevard to route 237 in milpitas is expected to be restriped this morning. watch for those.
